New Delhi: IPS Officer Dr. Vipul Aggarwal has recently been appointed as the Deputy CEO for the National Health Authority (NHA), designated to run the public health insurance scheme, Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB PMJAY).

The National Health Authority (NHA) is responsible for providing the overall stewardship for the design, roll-out, implementation, and management of Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB PMJAY) at the national level. NHA is governed by a Governing Board chaired by the Union Minister of Health & Family Welfare and has 11 members. Inter-alia, its functions include:

  • Formulation of PMJAY policies
  • Development of operational guidelines
  • Implementation mechanisms
  • Coordination with state governments
  • Monitoring and oversight

Dr. Aggarwal is a Gujarat cadre IPS officer, who also holds various educational degrees including MBBS. He completed his undergraduate medical education from the prestigious Maulana Azad Medical College, Delhi in 1999. He has been serving in the Indian Police Department since the year 2001.

While he has received education in English and Finance, he has actively served the medical field. From the year 2015 to 2017, Dr. Aggarwal was holding the office of Managing Director of the National Rural Health Mission (NHRM), Gandhinagar.

Now, he has been recommended for central deputation by the Ministry of Home Affairs and was selected for appointment under the Central Staffing Scheme as Deputy CEO (Director level) in the NHA under the Department of Health and Family Welfare for a period of five years.

The memorandum issued to this effect clearly states:

Shri Vipul Aggarwal, IPS(GJ:2001), who was recommended for Central deputation by the M/o Home Affairs, has been selected for appointment under the Central Staffing Scheme as Deputy CEO (Director level) in the National Health Authority (NHA) under the D/o Health and Family Welfare for a period of 5 years, from the date of taking over charge of the post or until further orders, whichever event takes place earlier. He may kindly be relieved of his duties immediately with instructions to take up his new assignment in the National Health Authority (NHA).

He has been asked to join his newly appointed post within three weeks from the date of issue of the appointment order, failing which the process of debarment from the Central Staffing Scheme shall be initiated.
